I attended a meeting referred to in (25) at the Foreign Office on August 3rd. Most of the discussion centred on the need for representatives to look after prisoners of war and internees and others to safeguard our commercial interests. It was decided that a small committee should be established comprising representatives of the departments interested and representatives of those unofficial bodies · chiefly the China Association
which would also be interested in the proposed liaison mission to decide its composition. I said that the Colonial Office would like to be kept in close touch with the recommendations of this committee and it was agreed that we should be represented on it. It will probably be thought that it would be most appropriate for a member of Colonel Cole's department to attend. For the rest I confined myself to saying that the Colonial Office would welcome the establishment of the proposed emission especially if our plans for more particular Hong Kong representation about which the chairman Mr. Sterndale Bennett was aware did not materialize. We would welcome any proposal that made for Hong Kong China.

I gathered that Sir Alan Mossop might be leading the proposed mission. He was present at the meeting. The minutes of the meeting which I understand from A.L. Scott will be circulated in due course will show his position I think more precisely.
