(iii) Arrangements for British
liaison with seaborne invading forces. This was mentioned in paragraph 9 of the despatch at (and paragraph 5 of the telegram at (2) summarising the despatch, but has not hitherto been treated as a separate issue. The Admiralty, however, would like it to be accepted in principle now, even though they think that it would be premature to make any appointments. Their view is that the officer appointed for this liaison work need not necessarily be a Naval Officer, but The he will probably require a Naval
Assistant. It would, of course, be absolutely vital for the proposed Emergency Civil Administration to be in the closest contact with this

expect to be consulted on his appointment.
Mr. MacDougall should see
with
particular reference to this third proposal, but subject to any views which he may have, I think we might defer any action until the suggested inter- departmental meeting, in which case file should be brought up in a fortnight if we have heard nothing more by then.
