To sum up, our military position in China is now so difficult and precarious, that in our opinion, it is essential that any project of this nature, if it is to have any hope of success, must (repeat must) be previously cleared with both Chinese and Americans and at highest level. It would be useless to approach Wedemeyer on subject initially since he sticks rigidly to his directives and would merely refer the matter to Washington. Neither will it be sufficient to project with Americans alone since Wedemeyer when approached will certainly feel it necessary in his capacity as C.O.S. to Generalissimo (to) (?tell) the latter.

The (? bigger) question of allied strategy in Far East is doubtless under consideration now and feel sure it is unnecessary for me to stress the importance from the point of view of our prestige and future relations with China that we should recapture Hong Kong Island and if possible the whole (? colony). And our xki (?plans) I suggest should include some measures however slight to save our remaining prisoners from possible massacre at the last moment.
