Upon the liberation of Hong Kong by Ills Kajesty's Foroes
you will assume by iroɑlamation full powers and juriæliction
over persons and property in Hong Kong and vill establish
British Military Administration throughout the Colony.
The text of the froclamation to be lamund by you was contained
in Admiralty signal 1300324 August as auended by paragraph 5
of signal 131957A.
2. The objects of the lilitary Administration of the Colony are

In order to enable you to carry on the Military administration
of Hong Kong, a Chief Civil Affairs Officer, Brigadier D.M.

MmoDougall, has been appointed to your staff to assist in
administering the civil population. A staff of officers has
been provided with him, made available so far as possible by
the Colonial Office, from those who have knowled¿s of the
Colory, the people and the language, This 0.4. Unit is
intended to for the moleus of the staff of the Civil Government
of the Colony when it is established.
