Admiralty will have any concern with the Military Administration of Hong Kong. We, however, recognise the present desire of the Admiralty to hold a watching brief on behalf of Admiral Harcourt, as a Naval Officer, to ensure that he does not receive incomprehensible instructions from the War Office on matters with which he will not of course be fully conversant, and in view of Synnott's representation and in order to get the C.C.A.O's Directive issued quickly, we agreed to omit for the time being the "dual responsibility" paragraph.
I am sending a copy of this letter to Synnott.
