I have told C.A.4. that we have no comments on the draft Directive at No.15 except that we notice that they have deleted from the earlier draft the instruction that machinery should be established for recording claims for war damage. In this connection, I drew their attention to my letter to Colonel Logan of the 2nd August at No.12 on 55178/4+5.

I said that we would not at this stage ask for the re-insertion of any such passage in the Directive but that we must quite obviously now get on with the consideration of the arrangements to be made for the registration of claims, both in Malaya and Hong Kong.

On this understang I agreed that the draft Directive should now be sent out for issue to the C.C.A.0.
