The time has, I think, come when we should be getting on with the preparation of the first draft of a directive to the Face Commander on the Civil Administration of Hong Kong. Such a directive has already been issued in respect of Borneo and there is a draft directive, in an advanced stage of preparation, in respect of Malaya. It may well be found that material from both these directives will be useful in connection with the preparation of a directive for Hong Kong. The directive for Malaya may be useful in that it, like Hong Kong, is a territory for which the Colonial Office has direct responsibility in peace time. The Borneo directive will be useful in that it relates to a territory in a foreign theatre of command.
Copies of both these directives should therefore now be placed on this file which should be referred to the Hong Kong Planning Unit in the hope that they may be able to knock up a draft for Hong Kong based on this material.
