I agree that the issues raised in your
letter of January 23rd are of considerable
importance to our position in Hong Kong.
I do not know whether recent Japanese
advances in Kwangtung affect the scheme proposed,
but in any case I am most anxious that there
should be no misconception as to the character of
the proposed "emergency administration". It will
not be a Military Government or a Civil Affairs
Administration based on military sanctions. It
cannot derive its authority from a British Commander
nor rely upon military authority for its origin or
for its support. I take it, however, that you
