I appreciate the new difficulties and the risks which may result, but I am glad to know that the war Office would be prepared to take them. We think that it would be as well to defer a final decision until the policy about the operational future of our clandestine organisations in China has been defined, and we should ourselves incidentally like to wait for MacDougall's return from his visit to Ryde in the Far Bust a matter of two or three weeks.

I don't think this short delay will prejudice our scheme, and I will write to you again then.
