With Col. Ride in Kunming and later with Major-General Cawthorn in Delhi I discussed the possibility of using BAAG personnel for staffing the civil affairs Government of Hong Kong

on reoccupation. I have already forwarded a separate minute of those discussions. Briefly the position is that there is considerable doubt whether BAAG officers can in fact be made available for civil affairs work in Hong Kong. Major-General Cawthorn is sympathetic and anxious to help, but there are difficulties and uncertainties in regard to the future role of BAAG itself. Until this has been cleared up both General Hayes and Col. Ride find themselves unable to make any promise as to the disposal of the officers under Col. Ride's command. It is difficult to quarrel with the logic of their position. The D.M.I. office in Delhi is now considering what can be done and will inform us shortly. Meanwhile we can only wait.
