This telegram from British Military Mission at Chungking about our scheme for organising an Emergency Military Administration for Hong Kong in the event of that Colony being occupied by irregular Chinese Forces, was considered at a meeting today with representatives of the Foreign Office, War Office and Hong Kong Planning Unit. There was a good deal of discussion (which will be recorded later), as to possible alternative courses of action in respect of such an Emergency Administration. But it was felt that some immediate action is necessary, or regards the statement in paragraph 3 of the telegram that there is to be a forthcoming offensive by American trained Chinese troops in the direction of Canton and iong Kong. Mr. Sterndale Bennett said that the indication
that such an offensive is contemplated was confirmed by information given by the American Chiefs of 3taff to the British Chiefs of Staff at Berlin.
2. Quite apart from the organisation of an Emergency Administration of Hong Kong it was, therefore, felt that the time is approaching when we shall have to take up with Chiang Kai Shek the question of a British Civil Affairs Unit being attached to any regular Chinese Forces who may be engaged in an attack on Hong Kong.
It was further agreed that as a preliminary to approaching Chiang Kai Shek on this matter, it was very desirable first to make sure that we shall have American support for such an approach and that the best method of achieving this would be to ask the P.M. if he would discuss it with President Truman.
3. The draft telegram herewith was subsequently drafted in consultation with the Foreign Office.
