11. In addition it is recommended that authority should be obtained from Treasury for the engagement of two additional S.0.ls to plan harbour and air matters. The question of recalling Wing Commander Oxford has been raised elsewhere and is under discussion with the Air Ministry. A harbour planner is even more important. We may possibly be able to dispense with the post of S.0.1 Trade and Industry at the planning stage but before deciding on this, we should like to await Mr. Taggart's arrival.
12. Proposals may be put forward in the near future for the engagement of additional clerical staff, preferably young male clerks for training in this country. I suggest however that we should confine the present approach to the Treasury to officers of commissioned rank.

To sum up, it is recommended that Treasury authority be obtained for two additional S.0.1 posts - Harbour and Air, three more S.0.2 posts - Postal Planner, Relief Planner and Architect, and four more S.0. 3 posts for a Mechanical Engineer, a Civil Engineer, an Electrical Engineer,
In addition we want Mr. Goldsmith employed full time and would like authority to recall Miss I.N. Watkins for hospital planning. Against this we propose that the vacancy for a temporary mechanical engineering adviser should not be filled. We may possibly not need to fill the post of S.0.1 Trade and Industry before the Unit is militarised.
