As you probably know the Brett report has practically been completed, and Mr. Mayle is now applying to the Treasury for authority to purchase machinery and supplies under the various heads. It is now necessary, therefore, for the technical staff in this Unit to commence preparing indents which is a long and laborious process and for which we are under staffed. I might add that we are

a long way behind Malaya in this particular field simply because of the manpower situation.

My most urgent requirements are for a mechanical engineer and an electrical engineer. These two par- ticular positions were included in a minute written by Sedgwick on the 9th March covering the whole question of our War Establishment, which was sub- mitted to you for urgent consideration. I shall be very grateful if you will inform me how this question now stands and when I am likely to obtain the technical personnel I so urgently require.
