Addressed Admiralty
For Chiefs of Staff.
29 Civil Affairs officers have now arrived and are taking over the administration staffed at present with 700 internees all of whom are exhausted and must be got home in a matter of days. Provision of balance of Civil Affairs staff to enable administration to carry on is therefore a matter of first priority. I would especially stress the need for Civil Affairs officials. I request re-inforcements of Civil Affairs staff be flown to Hong Kong with operational priority. Present Civil Affairs staff is very hard pressed.
