For Chiefs of Staff.
It is imperative that Civilian Staff
be flown to Hong Kong with operational priority to man essential undertakings and public utilities for civil affairs. Main undertakings for which staff is required in order of priority are as follows.
Banks.
B
Electric Light and Power.
Docks.
Oil and Gas Companies.
Telecommunications including telephone. Refrigeration.
Tramways.
Cement Plant. GE C.
Opening of Banks for general businessmust not be long delayed and I request that Bank Staffs including Americans be despatched at very earliest moment to begin necessary preparations for early opening, if only on a limited basis. No doubt allowance will be made for proportional representations to numbers.
