5. In view of the distances involved and the utmost urgency
of this matter I submit
(a) that personnel for Hong Kong should be regarded as
first priority for air passages to Iraia.
(b) that air transportation from India to Hong Kong
adequate to meet requirements should be instituted at the
earliest possible moment as a matter of the highest priority.
(c) that in the absence of adequate air transportation
from India to Hong Kong arrang en ents should be made for fast transport by sea (by Hi ships or otherwise), and
(d) that sai ing dates or such ships be communicated in advance so that personnel can be flown out from this
country to connect therewith.
