Civil Affairs Hong Kong commenced operating on
ground 7 September 45. staff now here amounts to 189.
Further 270 now on ship expected early December. Therefore
suggest mobilisation in India impracticable as it would
cause serious delay in rehabilitation Colony. Request
urgent shipment G1098 stores and war establishment vehicles
especially staff cars and light utilities latter vehicles
essential so that civilian cars at present requisitioned
may be released.
