Target date for the hand-over from military to civil administration in Hong Kong is 1st February 1946. Considerable numbers of Hong Kong Government officers and staff for sponsored undertakings will be flown from United Kingdom during latter half of January and during February and March. There is little prospect of direct shipping from United Kingdom and numbers flown to Calcutta may exceed capacity of Calcutta-Hong Kong airlift. In addition accommodation difficulties are
