(c) S.0.2. Post Office Planner.

Should not a Post Office Planner be

assessed as a S.0.3 at this stage, in view of the arguments put forward in paragraph 1?

(a) & (e) Relief Measures and Hospital Planning.

I agree as to an S.0.2 for planning organisation of relief measures and action has already been initiated in regard to Miss I.N.Watkins.

Archlich

(f) 5.0.2.

Agricultural Planner.

It appears that we are already committed to some extent to Mr. Cuthbertson. I have asked for his file.

(8) $.0.3. Assistant Chief Mechanical Engineer

Railways)

I have minuted to you separately on

file 54144/17 about this post.

(h) 5.0.3. Civil Engineer for Waterworks and

Airport Reconstruction.

Could you kindly let me know what is the equivalent post to this on the pre-war Hong Kong establishment. Action is already proceeding on Mr. Mirams' file.

(1) S.0.3.

Electrical Engineer for Telecommunication

Planning.

Similarly, could you let me know the equivalent post on the pre-war establishment. We spoke about this post and I understand that G.E.C. may be able to let you have a suitable man and would be prepared to make up his pay. I notice in your recent telephoned list the name of Mr. R.E. Farrell, but neither Mr. Wodeman nor myself know the circumstances of Mr. Farrell's appointment nor what work he is now doing. The impression is that he is concerned with electrical engineering. Is this the case? Incidentally, his name does not appear in the diagram attached to Mr. Sedgwick's minute.

(j) S.0.3. Preventive Officer.

I have no comments on the proposed addition

of this post.

As far as I know, the Treasury have never specifically approved the two temporary engineering posts referred to by Mr. Sedgwick in his minute. However, this does not matter very much, since I gather that neither of them have been filled and we are to go to the Treasury for this additional establishment. The appointment of

Mr. Goldsmith was taken up with the Treasury separately and the proposal that he should now be employed full time and at an increased salary can be considered on the relevant papers.
