The Higher Education Committee
agreed that one document should be prepared for Hong Kong and Malaya respectively that and the two sets of documents examined at the meeting on the 8th and circulated to members. 8th,
Herewith two documents accordingly
which you will wish to see before circulation.
The Committee concerned itself
with the drafting of the various clauses of the Hong Kong document.
The drafting
of certain of the Malayan clauses was left to the Department, in which connection see the redraft of paragraphs 14 and 16 on page 4.
Paragraph 16 follows the
formula used in the relevant despatch
from the Secretary of State to the Governor of the Straits Settlements.
I have inserted sub-headings
If it is

above some of the paragraphs. considered that such are unnecessary, should perhaps be consistent, and delete those headings previously accepted.
