Sir,
I am commanded by My Lords Commissioners of the Admiralty to state for the information of the Secretary of State for the Colonies that in order to accommodate and safeguard reserves of Naval Victualling Stores at Hong Kong, two reinforced concrete buildings have been constructed at an estimated cost of about £3,300 on sites adjoining Island Road, Aberdeen. The requirement was urgent and in order to avoid delaying the work the Colonial Government were good enough to agree to the allocation of the two sites shewn in the positions on the accompanying plan, each just over half

2. My Lords are now informed that the Colonial Government have offered to transfer both sites to the Admiralty, subject to the payment of a cash premium of about £634, to be repaid on surrender of the premises without interest or compensation for the buildings, plus a nominal annual ground rent and on the understanding that in the case of each site a twenty foot roadside strip should be retained as Crown reserve and the portions of the approach roads over these reserves should be treated as rights of way, presumably to safeguard possible future road widening plans.
3. These Victualling Store houses are of permanent construction and, in effect, part of the defence measures of the Colony. I am therefore to ask the Secretary of State whether he will consider inviting the Colonial Government to make a free grant of the sites, leaving the determination of the terms of surrender until the property is no longer required for Service purposes. It is considered essential that the two strips of land referred to, on which earth traverses have been constructed for protection of the respective buildings and added to their cost, should be included in the grant.
