I think that it will be useful if I let you have a summary of the information which we have received from the Governor of Hong Kong, and about which we have had several conversations recently.
Grayburn has apparently asked that an Order-in-Council should be prepared which would announce the transfer of the Bank's head office to London and your appointment as Acting Chief Manager, both of these as a temporary measure.
It was Grayburn's desire that the Order-in-Council should be issued only in the event of Hong Kong falling into enemy hands. The Governor has added that a grant was made on the 2nd September of certain powers under the Defence (Companies Temporary Transfer of Registered office) Regulations, but that Grayburn had been unable to avail himself of these powers, and had requested the preparation of this Order instead.
We understand that you are awaiting a cable from Grayburn, and there does not appear to be any action which we could usefuly take until you have had this. When it does come, however, I think it would be useful if we had a talk on what can be done to meet Grayburn's request.
