As previously stated Grayburn has not been able to use these powers but his desire is that if possible an Order in Council by the King should be issued to the same or similar effect with the intent
that the head office and control should be vested in you and in the London Committee so that it may be ensured that the Bank should never be considered as an enemy because of the possible situation in enemy occupied territory of its controlling head.
The Governor added that the confirmation asked for, that is presumably confirmation for the appointment and assumption of control of other branches, has been given by Grayburn.
