take up with the Commonwealth Government the question of their bearing any further immediate payments necessary to maintain the payment of remittances to Hong Kong families not covered by the evacuation scheme on the understanding that they will be re-imbursed from Hong Kong funds. We are also asking the Dominions Office to tell the United Kingdom High Commissioners in the other Dominions of the undertaking and to instruct them to communicate with the principal remitting agencies on the same lines as the Crown Agents are doing here.
(a) We are also writing to the India Office as they are, we understand, prepared to take up with the Government of India the question of remittances to Indian families in advance of the Governor's reply to our telegram.
Our understanding is that any expense which falls on Government funds as a result of these measures will be a charge upon the funds of the Hong Kong Government and that no assistance will be asked from the United Kingdom Exchequer unless or until these funds are no longer able to meet the cost. The undertaking, as we said to the Governor, is applicable to present circumstances when normal channels for remitting allowances to families outside Hong kong are no longer available to husbands there.
