This request naturally raises the

question of the form in which the assistance
should be granted. As indicated in the first
paragraph of this letter the meeting of January
1942 envisaged an advance by way of loan.
After due consideration we feel that it is right
that the assistance should take this form in
the first instance as there may well be, for
example, a surplus thrown up in the Exchange

Fund later on which eeuld be used to repay at
least a part of the advances required.
While
461 13 me, agreeing to this course, however, we should
wish to stipulate that the question of exactly
how much of the total assistance granted should
utimately be treated as loan and how much as free
grant and the terms of repayment of the loan
portion should be left over for determination at
the end of the war. We assume that, in the rather
special circumstances, you would be prepared to
agree in any case to the loan portion being
treated as interest free.
The next point which arises in our minds
is the source from which the advance should
be found. In the case of Somaliland we have

grant aided before that date and this may have
