Will you please refer to the record

of conclusions reached at a meeting between

representatives of the Treasury and the Colonial

Office on 22nd January, 1942, where it was agreed

that expenditure to be incurred on relief of

dependants of Hong Kong Government Civil

Servants and Volunteers should be a charge on

Hong Kong funds; but that, insofar as these

funds might prove insufficient, advances required

should be made by the United Kingdom Government

as a loan to Hong Kong.
