Thank you for your letter of the 1st December on the question of Hong Kong finances.
With regard to the submission of estimates for the year ending 31st March, 1944, we are prepared to accept your view that no reasonable estimate is possible. Provided, therefore, that you continue to consult us as in the past, we can dispense with any estimate for the current year. On the other hand, we do feel that for 1944/45 an attempt should be made to produce an estimate, and we note that you are going to do the best you can in this respect. The other request you make is for an immediate advance of £250,000 from your Vote of Credit and to this also we can agree,
