Treasury agree to the advances from United Kingdom Funds to meet the deficiency of the #.K. account. No interest is to be charged and the question of converting the advance wholly, or in part, into a free grant can be left until British administration is re-established.

I do not know whether Mr. Reed is in

a position to prepare "estimates, but if not, responsibility for doing so must presumably rest on the Eastern Department where can be prepared in consultation with Crown Agents and Ir. Reed both as to revenue and expenditure. It would be as well. to attempt such an estimate for the current year, 1943/44, even if it does not amount to

more than that given in Mr. Foster Hall's-minute of 24th July. This action had better be taken ona separate file.

(b) Treasury authority, will be required for

(i) Any new commitments of any magnitude.

New appointments (presumably excluding

any Clerical staffs employed abroad in connection with Hong Kong expenditure.)

Increases in pay.

(ii)

(iii)

These requirements must be borne in mind

by all members of the Eastern Department, Colonial Service Department, Economic Department, Financial Advisers
