Your telegram No.1738 [of 28th December 1942: relief payments to Chinese from Hong Kong].
There were two types of dispensaries in Hong Kong, those run directly by Medical Department, and those run by the Tung Wah, a charitable organisation receiving Government grants in aid. Employees of former are of course Hong Kong Government employees, but employees of latter are not entitled to back pay or notice and must be treated on the same basis as teachers in grant aid schools. This of course does not apply to Medical Department staff seconded or lent to the Tung Wah institutions, of whom there were a few.
2. A copy of 1941 estimates is not available, but a copy of estimates for year ending March 1941 is being sent.
