Would you please refer to your letters Nos. F42/17/10 (particularly Chungking comment No..9 and F869/17/10 (paragraph 2) of the 5th January and 15th February respectively, regarding relief payments to ex-employees of the Hong Kong Government and in particular to cases of pensionable officials who have worked for the Japanese.
The general principle
'nvolved has been thoroughly examined and we strongly
recommend that the Foreign Office should telegraph to Chungking on the lines of the draft enclosed herewith which has been approved by our Secretary of state.
