A small number of officers on the
permanent pensionable establishment are now employed by the Refugee Relief Department and by other British Government organisations in China. It is presumed that these officers will not be eligible for pension allowances so long as they are in Government employ. The procedure so far adopted has with one or two exceptions been to give such officers their arrears of pay up to 30th September 1942 or up to the date of their engagement by a Government organisation, whichever was the earlier. In cases where the new rate of
pay was less than the officer's pay in Hongkong, officers have been given the difference up to 30th September. In the majority of cases the new rate of pay was higher and no such adjustment was
necessary, In the case of officers employed by the Refugee Relief Department, the former rates of nay drewn in Hongkong have been used as a basis for determining salary but it has been necessary to grant in addition a local high cost of living allowance depending upon the station in which the officer has been employed. At their request deductions have been made from their pay on the basis of their Hongkong salaries as contributions towards the Widows and Orphans Pension Scheme, but all have been informed that they are no longer Hongkong Government employees but temporary employees of the mbassy. All have received the usual notice letters terminating their employment with the Hongkong Government. I shall be grateful for e decision regarding the desirability of these officers being allowed to continue contributions to the Widows and Orphans Pension Scheme.
