I have the honour to refer to Foreign Office telegram No.60 of 15th January 1943 to His Majesty's bassy, Chungking, and to Embassy telegram No.181 of 12th February 1943 regarding the calculation of allowances for pensionable officers and the provision of relief for non pensionable officers of the Hongkong Government.

The calculation of ad hoc allowances for pensionable officers with more than ten years service on the basis proposed in the telegram under reference should present no difficulties to the Refugee Relief Department, as several clerks in the Junior Clerical Service who were formerly engaged in this type of work in the Treasury and Personnel Section of the Colonial Secretariat are available. Some minor points will, however, require clarification.

In the case of Chinese employees on the pensionable establishment with more than ten years service, a decision is required as to the date from which the period of service is to be calculated. There are three possibilities 25th December 1941 or 30th June 1942, the date of the formal notice letters handed to all Government employees and 30th September 1942 when the notice period for all pensionable employees expired. In the calculation of arrears of pay for Government servants reporting in China the salary in December 1941 has been used as a basis and no allowance has been made for increments falling due after 25th December 1941.
