The petitioners ask :

1) a monthly maintenance allowance, proportionate to

their pay on 25th Dec.1941, to be paid for duration of war.

2) the issue of pensions and gratuities.

3) re raing their contributions to the W. & O. P.S. 4) that cash deposits with the Government should

be refunded to them.

Points in favour raised by the petitioners are :

General misery due to unemployment.

Funds used up in travelling expenses etc. Loans have to be raised from friends.

The increasing cost of living.

They are out of touch with modern China .

They had believed that H.M.G. would continue to

use their services.

Sedgwick's comments & suggestions.

He agrees with most of the above difficulties and states that the treatment accorded, though generous on paper, is very different in terms of Chinese $.Most of the refugees will soon be in serious difficulties. He suggests or enquires:

a) queries whether it was intended that the treatment laid down in F.0.telegram No.470 of 4.4.42 (re unemployment award to pensionable officers and relief assistance to all Chinese officers whether claiming to be pensionable or not) should be accorded in addition to the 9 or 7 months's pay on notice which was, of course, decided at a later date.

b) Officers not on permanent pensionable establishment

are being treated adequately. Discretion is necessary to give special treatment to special

cases.

c) Officers on permanent pensionable establishment with long service deserve special treatment and sha. be permitted to retire on pension or be given ad hoc allowances. It might not be advisable to pension off those under 45 or 50 in view of future requirements.

d) In cases where officers have worked for the Japs, the approval of the Colonial Office should be obtained before giving any extra relief.

e) No refund or contributions should be made to

married men but they should be given a guarantee ir and when that pensions will be paid to W.& 0. entitled. In view of difficulty in finding out whether a "bachelor" is married or not, no refunds have been made, & it is suggested that they shd. not be paid until after the war.
