It may seem strange when you find this letter from a person wholly unknown to you. However, the following will explain and the information it conveys will probably meet with your interest regaring Mongkong and the other parts of the British Empire in the Far East for which you ere undoubtedly looking for a solution. Refore starting on my points for which this writing is initiated, I had better ive you an introduction of myself.

I am a llongkong born Chinese of 40 years of age and during the last 11 years that I resided in ongong I was the presi ent of the China Branch of Hilton Inver- sity (U.S.A.), uirector of the China Economic association and several relief organizations, and, acting privately, a special investigator for a Chinese political organza- tion, the name of which, without permission, I can met dis- close. Before this period I was commercial commissioner in America.

resuming that you have had an idea about me, I am going to bring before you my points. In order to make my writing simple and short so that your valuable time will not be excessively consumed, I should say that the fall of Mongkong attributed to two factors: 3ad Tolicy and Unsound
