The Commander in Chief of the Japanese forces in the Philippines, Licut. General HOMA declared that there must be a spiritual revolution in the Philip pines before a reorganisation could take place. The authorities are studying the problem of converting the sugar estates into rice and cotton growing areas, The development of Mindanao must be carried out by the Japanese. There are already 28 thousand Japanese there, but the number should increase to 200 thousand, in order that this district ny be fully exloited.
