Hong Kong in Chinese at 19.20 Tokyo time on 31.56 metres:
In order to ensure the smooth running of military and political affairs in Hong Kong and enable it to play a part in the Co-Prosperity Sphere, the Hong Kong Government met yesterday to discuss plans. All district leaders and members of the Council of Chinese communities were present under the Chairmanship of Sir Sou Shum Chow and the Vice-Chairmanship of Lee Kim Tong. Many Japanese officers were present. At the conference the Governor said:
"It is now eight months since the Japanese administration of Hong Kong began. Through the loyal cooperation of regional leaders fairly good results have been achieved. Although Hong Kong is occupied by the Japanese, the major part of the population is Chinese. Our administration therefore differs from that which is practised in Japan. Our administration here aims at benefiting and bringing happiness to the Chinese. Our object is to enable the Chinese to emjoy peace and prosperity which is also
