There is a very interesting report on
conditions in Hong Kong by Frof. Gordon King registered
at 71 on this file. It is full, I think, as I have
seen on details of the Civil Administration, under
Japanese rule. Colonel Cole and Mr. MacDougall vill,

I have also had attached to this file a telegram from Campbell about Sir Robert Hotung, the first news which I have seen of him since the fall of Hong Kong. He has been protesting his loyalty to us in Macao, but his family is still in Hong Kong and he has returned there. At the moment I would not be prepared to say anything than that he is keeping a foot in both camps. There is in the cupboard in Room 64 a secret file on his earlier relations with the Nanking regime.
He also attacks Sir Robert Kotewall and Sir Shouson Chow for joining the Japanese controlled Rehabilitation Committee in Hong Kong and making pro-Japanese statements. The personnel of this Committee is given on page 5 of Professor King's report, and it will be seen to include most prominent members of the Chinese community, including several Legislative Councillors. It will also be seen that Professor King says certain members of the Committee, notably Mr. N.K. Lo, only joined it after they had been subjected to considerable pressure.
