2. (a) The Governor General of Hong Kong Lt.-General Isogai, states that satisfactory progress has been made in the building of ships for use in local waters, and that it is his policy to obtain all the necessary materials and labour locally, without relying on Japan Proper. When shipbuilding demands have been satisfied, plans will be set afoot for the improvement of harbour and warehousing facilities to establish Hong Kong as a central distribution point for the Southern Areas.
