HONGKONG EXCHANGE PROCEDURE FIXED Hongkong: Government General yesterday announced system exchange between Hongkong, Thailand, French Indochina, North China, Manchukuo and simplified procedure for remittances between Hongkong and Canton and Hainan Island has been in effect since 12th March. The Financial Bureau of Hongkong 172 Government General made a statement that remittances between Hongkong-Canton and between Hongkong-Hainan Island is feasible, if approved by the authorities on the spot. For the time being Japanese banks alone are allowed to handle such remittances. No permission, it as said, was necessary for remittances not exceeding 500 yen as hitherto. Arrange- ments also had been made to settle trade accounts between Hongkong and Shonan Island and Philippines by special method, while accounts between Hongkong and Thailand, French Indochina, North China and Manchukuo are heing settled by special (?...) at Tokio. Trade accounts between Hongkong and other places, chiefly Japan proper and Central South China will be settled in military scrip. As a rule trade between places specified where no newly established system is applicable has to be attended to by members of Hongkong Trade Guild, but in some special cases persons not belonging to the Guild will be given permission by the Government General, particularly for imports. In such cases of imports by special permission, accounts must be settled by Yen exchange based on letter of credit issued at the place of importation.

HONGKONG ACADEMY'S OPENING Hongkong: The Governor-General
announces that Hongkong East Asia Academy will be opened on 1st April for Chinese students only to enable them to be trained for Government offices, business, firms and banks, as well as schools.
