Efforts are being intensified to develop the various industries in Hongkong. Hindered by the shortage of shipping, the Government-General is concentrating on the development of industries connected with war and finance. Electricity and gas are under direct government control, but the number of industries entrusted by the Government to Japanese
industrialists is much larger. They include those producing Manila rope, tobacco, acid essence, dyes, iron nails, confectionery, beer, etc. New enterprises producing refined sugar, cement, hydrochloric acid, carbide, lime, condiments, and soda are being initiated by Japanese industrialists. Chinese factories are confronted with an acute shortage of raw material caused by the shortage of shipping, and are unable to begin manufacture. The authorities are seriously considering the critical situation, and it is hoped that a way out will be found.
