Dear Gent,

We have seen a copy of the Hong

Kong News of 1st April, 1942, in which the announce- ment is made of the formation of two Chinese Councils to advise the Japanese Governor. The Chairman of the "Chinese Representative Council" is Mr. Lo Kuk-wo (Sir Robert Kotewall's Chinese name) and the two other members are Mr. Lau Tit-shing and Mr. Li Tse Fong. (The photographs of all three were published). The Chairman of the Chinese Co-operative Council is Sir Shouan Chow. Apparently these two new Councils took the place of a Council called "The Rehabilitation Advisory Committee". Dodwell, who called our attention to this, says that Kotewall was on the Executive Council with him, Shouan Chow was an old member of both the Legislative and Executive Councils and Li Tse Fong is a banker, also on the Legislative Council. He does not know Lau Tit-shing.

We have no doubt that this inform- ation will have reached the Colonial Office through other channels but in case it has not we thought it well to report it.
