I enclose a copy of a note of a discussion between Dr. Fekily and Colonel Ryde at Kweilin on the former's arrival there. Dr. Fehily arrived in this country and recovered these notes from the War Office. I am sending a separate copy to Colonel Cole, with whom I believe Dr. Fehily has already had a conversation.

with lir. Gent and myself about his remarkable experiences. There is not much that I need add to the notes he has already given us except that the latter does not make clear that he was, as he told us, left in charge of medical affairs in Kowloon when our troops withdrew to the island of Hong Kong with instructions from the Colonial authorities that he was to contact the Japanese and, making use of his Irish nationality, to endeavour to work with them in matters of medical and sanitary control for the benefit of the local population. This pla broke down completely since althoug Dr. Feliny spoke well of the courtesy he received from the senior officers and the medical officers of the Japanese Army, this co-operation did not extend to junior commissioned or non-commissioned ranks, and was in any case continually thwarted by the Gendarmerie.

After the report has been read by those interested it should be registered in Room 2014 on the "Conditions in Hong Kong" file.
