Dear Ram,
I enclose copies of
correspondence which we have exchanged
with the Ministry of War Transport
regarding the draft of an Order in
Council which we propose to submit in
order to secure the transfer to
authorities in this country (the
S. of S. and the Minister of Var
Transport) of functions exercisable by
the Governor of Hong Kong. A similar, And somewhat more complicated)
/draft Order in Council is in
preparation to permit transfer (of the
functions of the Governor of the
Straits Settlements in similar fashion
You will see that the
Ministry of War Transport have
suggested that Parliamentary Counsel
Consulted about
should be given the opportunity of
seeing the draft, and we would be
grateful if you could let us know as
soon as possible whether you have any
comments on it.
