(2) For the purposes of this section a person shall be deemed to be a dependant of another person if the Secretary of State is satisfied that he was substantially dependent upon that other person for support.
3. Save as otherwise expressly provided in this Order all the functions functions of of the Governor, the Governor in Executive Council or any officer or Governor, authority of the Government of the Colony under the enactments men- tioned in the First Schedule to this Order shall be transferred to the Secretary of State.

4.(1) The enactments mentioned in column 1 of the Second Schedule to this Order shall have effect subject to the modifications set out in column 2 of the said Schedule.
(2) Any enactment which requires regulations or any other instru- ment to be published in the Gazette of the Colony or to be laid before the Legislative Council thereof shall not have effect in relation to any regulations or instruments made by the Secretary of State by virtue of this Order; and where the date of such publication or laying would be material for any purpose, the date for that purpose shall be the date prescribed in such regulations or instruments or, if no date is so pre- scribed, the date of the regulations or instrument.
5. His Majesty hereby reserves to Himself, His Heirs and Successors, power with the advice of His or Their Privy Council to revoke, alter or amend this Order as to Him or Them shall seem fit.
6. This Order shall be deemed to have come into operation on the twenty-sixth day of December, 1941.
