With reference to our discussion
the other day, arising out of the opinion
expressed by Roberts-Wray that it is not
possible for the Secretary of State to
give retrospective approval, under the Hong Kong (Temporary Provisions) Order in
Council, for any payments made by the Crown
Agents from Hong Kong funds, I now enclose for your consideration the draft of an
official letter which we could now send to
