As it seemed to me to be very doubtful
whether it would be possible to give a sort of omnibus covering authority, as suggested in Mr. Taylor's draft, for all the payments from Hong Kong funds which have been made by the Crown Agents since the 26th December, I have spoken to Mr. Goldburg on the telephone He says that the alternative to some such omnibus authority will be the preparation by the Crown Agents, or by the new Hong Kong and Malayan Accounting Office, of all the payments which have been made since that date, for which the Crown Agents have not had specific authority. This would be a long and tedious business which he would prefer to avoid if possible.
He is, therefore, now considering whether the Crown Agents can devise some formula which will give them the authority which they require without carrying with it the appearance of giving them a blank cheque.
