Mr. Goldburg telephoned to me yesterday evening to say that our request to them to pay out £25,600 from Hong Kong funds in respect of meat shipments from Australia to Hong Kong had exhausted the amount of funds at present available in their hands, having regard to their necessary commitments on Hong Kong account (pensions etc.) amounting to £10,000 a month.

If it were possible to use the interest from the Currency Fund (approximately £500,000 a year) the stringency would, of course, clear itself up at once. This they hope not to be asked to do until the Order in Council is issued giving the Secretary of State the statutory powers of the Governor of Hong Kong. It is important, therefore, that we should treat the issue of the Order as a matter of some urgency.

I discussed the draft Order at some length this morning with Mr.Chorley, of Parliamentary Councils Office. He raised a number of objections, and in particular expressed doubt, which won I do not think is well-founded, as to whether the King can by
