were transmitted bi-weekly to Hong Kong by Air Mail,

and it can be assumed that the Accountant-General

effected recovery, where possible, of expenditure

incurred up to and including the beginning of November, 1941. statements transmitted mid-November were

returned to this office "service suspended".

19. Since the fall of Hong Kong, dependants of Government officials have been required to meet the cost of medical treatment, and only in cases of extreme urgency, where arrangement for treatment by public institutions is impracticable and the patient is on a basic maintenance allowance, are accounts paid from public funds. Up to date expenditure of this nature has been almost negligible. Where such financial assistance is authorised, the expenditure is recorded on the personal Account of the Evacuee for possible

adjustment at some future date.

In addition to the card system of personal Accounts, Nominal Accounts have been opened recording monthly expenditure classified under each sub-head of expenditure agreeing with the schedules accompanying the Commonwealth certified monthly statement of claim. 21. A statment compiled from Nominal Accounts is attached from which it will be observed that monthly figures in respect of each sub-head of expenditure are available together with progressive totals and grand total of disbursements made by the Commonwealth Treasury

for and on behalf of the Hong Kong Government.

Audit of Accounts.

on receipt of a monthly Commonwealth Treasury claim in the office of the Finance Liaison officer the supporting schedules are subject to complete audit with the Finance Liaison officer's record of authorisations, receipts for payments, allocation of expenditure &c., &c.
