In the circumstances I think a suspense account
might be allowed in connection with these transactions
although the expenditure involved in the holding of a
reserve of firewood, as distinct from the stock held
for sale, is hardly a temporary use of Government
Funds (paragraph 3(i) of the Secretary of State's
Circular of 25.11.37). I suggest, however, that a
maximum limit to the value of firewood to be held at
any time ought to be fixed, and the Governor should be
asked to recommend what that limit should be.
