that I am seriously short of accountants in the Civil Service
of Hong Kong even for the carrying on of ordinary routine
work in a manner which I should consider satisfactory
of those I have authority over only those who happen for the
whilst it was time being to be attached to the Treasury
quite impossible to find one to attach to the new department.
But even if one had been available and had actually been so
attached the attitude adopted by Mr. Forrest would have pre-
cluded all possibility of his being able to institute a
satisfactory system in the Immigration Department, for reasons
which I have endeavoured to set forth.
6. I regret the length of this minute, but I feel that
in fairness not only to myself, on whom a personal attack has
been made, but in fairness also to the staff under me these
facts and considerations should be placed on record.
